Alternative service delivery

Definition:

Alternative service delivery (ASD) is the process of changing the delivery of a service from the government to the private sector or another public entity.

ASD is not privatization, but does include it as well as the reorganization and restructuring of functions and resposibilities of the government. Often it is a mixture of the two with some responsibilites still falling to the government and others being moved to another sector.

There are four alternative service delivery options:

  • Mainstream government
  • Agencies
  • Partnerships
  • Private entities

Ensuring ASD is the correct decision before moving forward with any changes is imperative. Everything must be considered, pros and cons, and all options laid out before a decision should be made.
